City of Atlanta residents and businesses are now required to register their security and burglar alarm systems. In 2012, the Atlanta Police Department responded to 65,000 alarm system activations, 95% of which were false alarms or alarms that were cancelled in route. These calls represent more than six percent of total 911 dispatches. With every call taking an average of 20-30 minutes, the equivalent of 8-12 full-time police officers were dedicated to responding to false alarms, thereby taking away valuable public safety resources from more pressing matters.
Fines assessed for false alarms.

NPU M is conducting the annual process of reviewing our bylaws, as mandated by the City of Atlanta. A bylaws committee was formed, and it submitted a proposal for revisions at the September 23rd meeting of the General Body. Thanks to Keith DeCay, Jim Schneider, Kit Sutherland, Matt Garbett, Matthew Jones, and Rashid Muhammad for serving on the committee.
Amendments to the Bylaws were also proposed from the floor. As per our current bylaws, the changes were tabled until the next meeting to allow time for review. All members of NPU M are eligible to vote on the bylaws, regardless of prior attendance. If you reside, own property, or operate a business/organization (one designated rep from the latter) in NPU M, you are eligible to vote at October’s meeting (October 28, 6:30PM). We meet at 515 John Wesley Dobbs Avenue at the Helene S. Mills Sr. Multipurpose Senior Center.
We strongly encourage you to read the proposed changes, discuss them, and attend the October 28th meeting. Here’s some material to help you participate — the bare essentials are in bold:
The NPU-M General Body meeting will be held tonight, September 23rd, at the Helene S. Mills Sr. Multipurpose Senior Center at 515 John Wesley Dobbs Avenue. The meeting starts at 6:30 and ends at 8:30pm. We meet monthly on the fourth Monday.
This month’s agenda is available here. The agenda does sometimes change at the last minute – revisions will be posted below. You can also check for revisions at the NPU Schedule page, where the Office of Planning posts each NPU’s agenda, meeting time, and location.
City of Atlanta ordinance requires NPUs to review and submit their bylaws each year. Our review is in process — please, come to the meeting to hear the report and recommendations of the Bylaws Committee. Amendments and approval of the bylaws will be voted on at the October 28th General Body meeting (2013 NPU M Bylaws here; Article IX covers this review and amendment process).
Draft minutes of the August 26th General Body meeting are here, and the revised agenda for August 26th is here.
UPDATE: The Bylaws Committee reported at the meeting and introduced its proposed revisions. Motions to consider the committee’s proposed revisions and an amendment were automatically tabled, in compliance with Article IX, Section 1 of our bylaws. These possible revisions to our bylaws will be considered at the next meeting of the General Body of NPU M (October 28th) — please, familiarize yourself with current bylaws and come take part in our neighborhood! Meeting requirements for voting eligibility do not apply to bylaws. Any member of NPU M can take part and vote on bylaws. Come take part!
